2024-04-08	Fix the wrong QMax and QMin type assignment in rescale op	TatWai Chong
	Signed integer type is used to retain QMax and QMin no matter what the value of `output_unsigned` is, but the value of QMax and QMin are unsigned integer when output_unsigned is true. 	This adds --precise_mode=1 option to tosa_referece_model, which will cause reference model to convert all floating point tensors to FP64 tensors and compute all operators accordingly.
