Code is formatted as per a revised clang format configuration
file(not part of this delivery). Version 14.0.6 is used.
Exclusion List:
- files with .cl extension
- files that are not strictly C/C++ (e.g. Android.bp, Sconscript ...)
And the following directories
- compute_kernel_writer/validation/
- tests/
- include/
- src/core/NEON/kernels/convolution/
- src/core/NEON/kernels/arm_gemm/
- src/core/NEON/kernels/arm_conv/
- data/
There will be a follow up for formatting of .cl files and the
files under tests/ and compute_kernel_writer/validation/.

A smaller core library is created using a subset of the operators.
Changed the structure of filelist.json in order to include more
information about the kernels and make the selection easier.
Resolves: COMPMID-4514

Changes our build system to allow building both Neon(TM) and SVE
kernels and package them in the same binary. This will allow
runtime selection of the underlying architecture.
Adds new build option, fat_binary, for enabling this feature.

SVE kernels are added to all previously supported arithmetic
and comparison operations with exception of S16 arithmetic
operations due to complexity of widening and narrowing of
integer vectors.
Partially implements: COMPMID-3872
