COMPMID-765: Enable fp16 extension for arm64-v8.2-a
Explicitly add -march=armv8.2-a+fp16 for target arm64-v8.2-a, otherwise __ARM_FEATURE_FP16_VECTOR_ARITHMETIC is undefined
and all the FP16 neon code is not compiled.
