IVGCVSW-3813 Add Unary Elementwise Operation 'NEG' support to the android-nn-driver
* Implemented ClNegWorkload
* Implemented NeonNegWorkload
* Enabled 'NEG' operator on CL and Neon as well as Ref
* Implemented unit tests for 'NEG' operator
