Added ASAN & UBSAN build options and Dockerfile for sanitized builds
* Added SanitizerBuild.Dockerfile for running sanitized builds.
* Added dependencies for bandit into SanitizerBuild.Dockerfile.
* Added --sanitizer option to setup.py.
* Added .bandit.yaml.
