IVGCVSW-7752 DTS: Fix QuantizePerChannel tests
* Added validation for scale on all Quantized types
* Added Encoder for Per Axis UINT16 Symmetrical Quantized type
* Added error for Per Axis Asymmetrical Quantized type not supported
