IVGCVSW-3993 Add frontend and reference workload for ComparisonLayer
* Added frontend for ComparisonLayer
* Added RefComparisonWorkload
* Deprecated and removed Equal and Greater layers and workloads
* Updated tests to ensure backward compatibility
