* Add missing virtual function to NeonIntercepterScheduler
* Update CL/Neon Resize Workloads to use ScaleKernelInfo
* Update CL/Neon Resize workloads to set correct Sampling Policy for Half Pixels
IVGCVSW-4981: Change CL/NEON Softmax axis value
* Default value is now 0
