IVGCVSW-7400 POW IVGCVSW-7278 SQUARED_DIFFERENCE.
* Added 2 new operators as ElementWiseBinary ops
* Ref End to End and unit tests
* Serialize and Deserialize tests
* Delegate and Opaque Delegate tests
* TfLite Parser tests
