IVGCVSW-7907 Model cannot use Subtensors
* On Neon we cannot remove a Reshape if it's connected to a
SplitterLayer.
* Removed clause 5 in SplitterLayer which could erroneously prevent
the use of Subtensors in certain circumstances.
