Add support from requantizing down from S32 to Int8 with fixed point requantization. They wanted some SGEMM test with validation and benchmarking capabilities which can be configured at runtime, so I created a mix of example + validation framework. This is really hacky and therefore won't be released as part of the library, but it seems to work.
