There are two tests:
- A unit test that checks if certain padding configurations are to be
fused or not
- A fixture test that compares a reference implementation of pad+conv
vs target implementation using the same fusing logic as graph API
Tests are written for CL backend only to prevent code duplication.
The code written in the graph API remains untested.

The issue is caused by the number of iterations passed to
LOOP_UNROLLING. When we use the manual LOOP_UNROLLING, the number of
iterations must be less than or equal to 128.
To overcome this problem, we create a utility function to check if
any of the critical iterations (kernel dimensions) are beyond that
limit. If so, the utility function, disable the manual loop unrolling.

- Remove dedicated kernels for NCHW. Now we only use NHWC with permute
- Remove specialized kernels for 3x3 NHWC
- Simplify CLDepthwiseConvolutionLayer.cpp to call just the native
implementation for both floating-point and quantized data types
- Develop two parametric opencl kernels for depthwise convolution layer NHWC
(floating-point and quantized)
- Add support to export the weights to cl_image
- Extend test for depthwise convolution on opencl

- Bring the epsilon up to 1e-3 for FP16 (both backends) since it was causing the reference's variance being negative and its square root being NaN
- Bring the epsilon up to 1e-7 for FP16 NEON test for the same problem on the NEON kernel
- Adjust the CL kernel's vec_size when input tensor's width < 16 and use macros agnostic of vector size for sum reduction
- Add previously mismatching tensor shapes

Return error in pooling layer when any calculated output dimension is less than 1.
Simplify use of pooling layer output dimension values in
CpuPoolingKernel.cpp.
Remove some invalid tests in cpu/gpu pooling layers.

The memory allocation of the failed tests's tensors are huge, all the virtual memories are used up. And then when assign the output to _reference, a copy constructor is called and allocate more memory and caused the crash.
Delete one of the tensor shape and adjust one.

- Fixed a bug that corrected the number of dimensions of a TensorShape for added trailing 1s
- Avoided adding offset_first_element for the Depthwise 3x3 NCHW OpenCL kernels, since it wouldn't align with the window which is based on the output
- Adjusted padding requirements along the x for Depthwise 3x3 NCHW. The kernel should always add 2 * dilation_(x/y) to the num_elems_read_x/y
- Adjusted the kernel's border_size given to the border handler at function level
- Added the dataset that previously made the tests fail

Cleaning up GEMMConvolutionLayer tests by doing the following:
- Remove unnecessary configuration tests
- Remove redundant tests
> Redundant shapes
> For large shapes there are already tests for each internal kernel/function
- Test NHWC 1x1 kernel 1x1 stride to stress _skip_im2col
- Stimulate gemm3d to skip col2im
- Test asymmetric padding
- Test batch size equal to one and different than one
- Test fully connected convolution
- Test with a few different padding values
- Test 1D kernel
- Test with FLOOR rounding policy

Pooling shape calculator was performing operations in the unsigned
domain leading to overflows in irregular shapes.
Thus, we perform all operations in the signed domain and we get the
maximum between the given shape and 1, returning always a valid tensor.
