	COMPMID-3487: Refactor NEArithmeticSubtractionKernel Refactored code in order to remove paddings. This resulted in a big increase in libary size so after some rework the total size dropped by 4Kb. 2020-03-10	COMPMID-3069: Improve build time by splitting up ToolchainSupport.h	Matthew Bentham
	Split out the parts of ToolchainSupport coming from <memory> and the parts coming from <string> into their own new header files. This accounts for 99% of uses of ToolchainSupport, which means that expensive header files such as arm_neon.h don't need to be included everywhere. Knocks about 10% of compilation time off kernel files. 	The support file is needed as Android toolchains are missing some C++11 functions. It further includes functions that have been introduced in C++14 but which we already need. Eventually the support file might become unnecessary if the Android compilers improve and we switch to C++14.
