Code is formatted as per a revised clang format configuration
file(not part of this delivery). Version 14.0.6 is used.
Exclusion List:
- files with .cl extension
- files that are not strictly C/C++ (e.g. Android.bp, Sconscript ...)
And the following directories
- compute_kernel_writer/validation/
- tests/
- include/
- src/core/NEON/kernels/convolution/
- src/core/NEON/kernels/arm_gemm/
- src/core/NEON/kernels/arm_conv/
- data/
There will be a follow up for formatting of .cl files and the
files under tests/ and compute_kernel_writer/validation/.

Allocator validity for nullptr is checked during construction thus not
needed to be checked again during destruction.
Moreover, ARM_COMPUTE_ERROR_ON on failure throws an exception
that should be avoided by a destructor.

Split out the parts of ToolchainSupport coming from <memory> and
the parts coming from <string> into their own new header files.
This accounts for 99% of uses of ToolchainSupport, which means that
expensive header files such as arm_neon.h don't need to be included
everywhere.
Knocks about 10% of compilation time off kernel files.

-Simplifies import memory interface
-Changes the used of void** handles with appropriate interfaces.

-Removes invalid error check as multiple handles can be applied to the
same blob.
-Calculate group mappings and update blobs using the active_elements
instead of the finalized group to allow reusability of blobs of
non-overlapping subgroups of the same group.
