Queues are responsible for scheduling operators and performing other
runtime related activities like for example tuning.

A couple of utility functions to get the information
about tensors are added. Those functions are placed
at an additional header file for better grouping.
Related test cases are also added.

Adds the following:
- TensorDescriptor: which is responsible for holding the information
needed to represent a tensor (e.g. shape, dimensions, etc)
- Tensor: an aggreate object of a descriptor and a backing memory
- TensorPack: A map of tensor that can be passed to operators as
inputs/outputs

posix_memalign.

In CpuContext, a logging is added on memory allocation
failure. Practically, it also fixes the unused result
build error.

An AclContext is introduced as part of the new interface.
This object is responsible for any constructural services that the
operators and other objects might need.
Main options that can be passed to a context object are:
- a target: for which all the subsequent object should bind with
- capabilities: which are the isa/target features to enable
- a mode: for which different strategies can be selected in the backend
