2021-04-19	Add Tensor related utilities to the new API	Sang-Hoon Park
	A couple of utility functions to get the information about tensors are added. Those functions are placed at an additional header file for better grouping. Related test cases are also added. 2021-02-25	Introduce Context opaque object of the new interface	Georgios Pinitas
	An AclContext is introduced as part of the new interface. This object is responsible for any constructural services that the operators and other objects might need.
