The experimental interface update_quantization_parameters() was added to the public API to support quantization info update after configuration of the operator.
In certain, fairly rare, cases, quantization update may result in changes in the blocking of the matrix, which changes the execution window of the kernel.
This patch propagates relevant blocking and window information to the kernels affected.
