Make ClDirectConvolutionKernel stateless

ClDirectorConvolution triggers ClActivation (if enabled)

Remove static tuner as the interface need to be changed base on new api. Remove functions in ClScaleKernel specific for static Tuner.

Solves: COMPMID-4010
