COMPMID-875: Deconvolution 4x4 not working
-Enforces the use of the ConvolutionLayer function in the
DeconvolutionLayer.
-Adds tests for 4x4 Deconvolution.
-Alters the ConvolutionLayer validation to support even kernels.
