COMPMID-2463: Add deprecation macro to deprecate interfaces
3RDPARTY_UPDATE
Adds deprecation macros:
- ARM_COMPUTE_DEPRECATED : Simple deprecation macro
- ARM_COMPUTE_DEPRECATED_REL : Deprecation with deprecation release id
- ARM_COMPUTE_DEPRECATED_REL_REPLACE : Deprecation with deprecation
release id and replacement interface
