COMPMID-470: Neon Deconvolution.
Implemented by up-sampling the input with zeros insertions between the input samples and convolving the Deconvolution kernels on the up-sampled result. The upsampling is performed by the function NEDeconvolutionLayerUpsample. Convolving is done by NEDirectConvolutionLayer.
