IVGCVSW-7750 DTS: Fix ElementWise isnan assert
* Removed the ASSERTS in TypesUtils.cpp in favour of InvalidArgumentExceptions instead
* Added a try/catch block when calling EnqueueWorkload to catch Exceptions raised by bad inputs
