IVGCVSW-6469 Add MirrorPad FrontEnd and Ref Support
* Added PaddingMode enum to PaddingDescriptor to enable Symmetric and
Reflect padding.
* Added Symmetric and Reflect Ref implementation.
* Added Serializer & Deserializer support.
* Added unit tests.
