IVGCVSW-5303 Remove some boost::numeric_cast from rest of ArmNN
* Replaced with armnn/utility/NumericCast.hpp
* Exclusions in TypeUtils.cpp and QuantizerVisitor.cpp
* Excluded as requires float implementation in NumericCast.hpp
