IVGCVSW-7122 Remove support for py35 in pyarmnn/tox.ini
* As part of testing IVGCVSW-7122, pyarmnn tests were failing as py35
is no more the default version in Odroids. Also we do mention Python 3.6+
as the supported version in pyarmnn/README.md
