2024-07-04	Fix memory manager usage in NELSTMLayer and CLLSTMLayer	Gunes Bayir
	The memory manager in the NELSTMLayer/CLLSTMLayer was not being used properly. Some tensors were being registered twice, and some were not allocated although they were registered. Relevant tests have also been added to both LSTM and quantized LSTM operators because LSTM has a lot of intermediate tensors and the likelihood of memory manager misuse is not negligible.
