Legacy structure contained two libraries core/runtime with two backends
in each.
We reduce the core/runtime libraries to a single library thus merging
the backend files

Allows only implementations where inputs/output are of the same data
type and removes legacy Computer Vision ones.

A smaller core library is created using a subset of the operators.
Changed the structure of filelist.json in order to include more
information about the kernels and make the selection easier.

Changes our build system to allow building both Neon(TM) and SVE
kernels and package them in the same binary. This will allow
runtime selection of the underlying architecture.
Adds new build option, fat_binary, for enabling this feature.

The kernel used wrong index when different data types
with different widths are used as sources.
The increment of the index for the loop inside the kernel
and offset of that index to load multiple source vectors
has been corrected.
