COMPMID-2195: DepthwiseConv allow padding > 1 (top/bottom)
Removed assert from CLDepthwiseConvolutionLayer3x3NHWCKernel.cpp
Added a test case for padding (2,2,2,2) and dilation (2,2)
Added a test case for padding (4,4,4,4) and dilation (4,4)
When dilation is > 1 padding > 1 is required to support SAME_PADDING
