test: Enable Multi-ISA FP16 conditional testing part 1
- Check at runtime the fp16 support in CPU
- In case it does not support bypass the test case, Ohterwise run it.
- Only enabled for Flatten, FullyConnected, MatMul, ReductionLayer
functions.
